Exposing Fraud in Minnesota Housing Support
Millions more in tax payer dollars is being lost to UNEXPOSED FRAUD. This is different than the "Housing Stabilization Services," fraud that has already been exposed. This is housing support agencies in Minnesota pocketing housing support funds meant to provide basic necessities to disabled and long term homeless clients. Operators of these agencies are becoming millionaires from depriving these clients of things like toilet paper, feminine products, laundry soap, and household items. The most upsetting art of this abuse of tax payer money is that Dakota County Social Services is complicit in this fraud.
UPDATE MAY 2026: I AM NOW HOMELESS DUE TO THE NEGLIGENCE OF DAKOTA COUNTY SOCIAL SERVICES
* The statements made on this page reflect my experience with Dakota County Social Services and several housing providers, other agencies and elected officials. These statements are either my opinion or made in order to attempt to protect my own self interest and the interest of all Minnesota Tax Payers, the disabled, mentally ill, and long term homeless populations in Minnesota.
Agencies are neglecting clients, stealing client funds, reports of this fraud to Dakota County result in retaliation which in my case cause me to be forced out onto the street. I have been lied to, abused, neglected, mistreated, and blamed for all of the negligence, criminal actions, and corruption taking place in Dakota County Social Services.
I was intentionally forced out onto the street in retaliation for trying to expose fraud in Dakota County Housing Support Providers.
In the time period from January 2026- April 2026, The Experience of Nehsama FRAUDULENTLY and illegally pocketed over $1,921.00 in client funds just from my housing support funds alone. I reported this to Dakota County Social Services and they didn't even acknowledge it.
On April 7th 2026, I received a notice from the property manager that in 7 days I was going to be evicted due to being delinquent $602 on rent and now also owed late fees. I paid my portion of rent but without any notice and based upon false allegations that there was never any evidence or documentation of, Dakota County allowed me to be dropped by a provider, Phoenix Services Corporation, which left my rent unpaid.
I was already in the awful position of becoming homeless on April 30th, 2026 because Dakota County did absolutely nothing when I informed them that neither Phoenix Services Corporation or The Experience of Neshama was doing anything to secure housing for me or prevent my homelessness. My emails to Dakota County went unanswered for either long periods of time or were never answered at all. The Experience of Neshama had no contact with me since January which is when I informed them that my lease was not being renewed for no given reason. This is also when Phoenix Services Corporation was made aware of this. Both agencies knew 3 months in advance that my lease was up on April 30th 2026 and neither made any attempt to do their job and secure housing for me. This all came after my repeated reports of missing client funds and services and expenses that I never received being charged to my housing support funds. After making these reports which Dakota County refused to investigate or even review any of the evidence I tried to offer them I was railroaded at every turn in desperately trying to secure housing when my lease was up. Dakota County intentionally allowed these agencies to not provide any housing support or prevent my homelessness and she allowed for a disruption in providers due to allegations against me of which were completely fabricated and no documentation or evidence of ever existed. I WAS FORCED TO THROW AWAY ALL OF MY BELONGINGS AND BECOME HOMELESS ON APRIL 30TH , 2026 IN DIRECT RETALIATION FOR TRYING TO EXPOSE THEFT OF HOUSING SUPPORT FUNDS.
THIS IS YOUR MONEY THAT IS BEING STOLEN.
Through my horror story of an experience with several housing support providers servicing clients in Dakota County and also from others sharing similar experiences, I believe that several of these housing support agencies are pocketing client funds fraudulently, writing it off to appear as legitimate expenses and Dakota County Social Services is aware of this ongoing fraud and mistreatment of clients and chooses to allow it to continue, despite the destructive effect it has on clients.
I have yet to meet a Dakota County residents who is receiving housing support who has ever been provided with these required expenses or had the housing support grant funds spent to directly benefit them.
It appears as if Dakota County is allowing these agencies to pocket these funds, neglect clients who often have to live without toilet paper and other basic necesities that are supposed to be being provided for from the housing support funds each month.
Clients in Dakota County are put up in apartments that are the absolute cheapest apartments available in order to maximize the money these agencies fraudulently pocket, which considering that we are talking about hundreds of dollars per client, per month, millions of dollars are being stolen. None of the cliets I have spoken to were afforded the right to choose where they live. One client, I will refer to as "Joe," was placed in an apartment that he had repeatedly stated that he did not feel safe living at. Joe has severe PTSD from an event that took place right down the road from the apartment he was as he describes it "forced into." This placement, despite plenty of other housing options available has been extremely destructive to his life and aggravated his PTSD symptoms tremendously. After over a year of living in constant fear, for the last 6 months, Joe has been spending close to 24 hours a day in bed sleeping, having been completely overwhelmed by his symptoms and become completely exhausted from being lied to, neglected and given nothng but excuse after excuse as to why he cannot move to a suitable place. The only reason they will not let him move is money. They stop at nothing to maximize the client funds they pocket each month, even a client begging for help and spending every day of his life suffering is not as important to this agency as is stuffing their pockets with money that does not belong to them.

Representative Kristin Robbins * It appears there is much fraud taking place in Minnesota Social Services that Representative Robbins and the House Oversight Committee cannot even process all of it. They have been addressing fraud in child care and other areas but the amount of fraud that has been taking place is unimaginable.
